
Estates Surveyor required for our local authority client based in East London
THE ROLE:
Estates Surveyor dealing with a predominantly retail portfolio along where other support will be required across all aspects of Estates.
To support the day-to-day management of the Council's property portfolio including shops, operational sites and land including the processing of applications for assignments, alterations, change of use, licences, easements and other related matters
To support and contribute to the financial and operational performance as defined by the Council's Corporate Objectives and outlined in the Asset Management Plan.
Ensure the Council's rent roll is collected in a timely manner by keeping up to date records and monitoring payments, reviewing arrears and preparing options for the Senior Estates Surveyor.
Ensure the property records are kept up to date and amended on completion of transactions
To manage contractors in the delivery of professional services (including but limited to Asset Valuations, Rating advice and Landlord & Tenant services).
To lead on the negotiation of rent reviews and lease renewals on behalf of the Council, both in its capacity as a Landlord and Tenant
Process applications for assignments, alterations, change of use, licences, easements and other related matters
Ensure the use of sites and buildings is compliant with landlord and tenant obligations. Provide recommendations for corrective action is to the Senior Estates Surveyor where necessary
Ensure best value is achieved in property transactions in line with Council and Government policy
To take responsibility for reviewing the Council's rent roll, arrears and make recommendations to the Senior Estates Surveyor for corrective action or intervention where appropriate.
To take responsibility for maintaining property records are ensure these are kept up to date and amended on completion of transactions
Provide advice on property matters including property ownership and leasehold obligations to tenants, customers, colleagues and clients
Advising on existing property assets, acquisitions, disposals, settling rent reviews and lease renewals and agreeing new lettings
Be responsible for Instructing external professional firms to carry out valuations in the above areas in complex or specialist situations
To support the procurement of external firms and consultants in line with Council procedures and ensure that the relevant processes and procedures are followed and adhered to.
To arrange and hold progress meetings with clients to ensure compliance of instructions
Instruct internal and external solicitors, surveyors and other professional advisors under the guidance of the Senior Estates Surveyor
Provide professional advice to members, the Asset Management Working Group, Asset Management Board, Senior Management and officers of the Council and to the general public. Provide an estates focal point for external bodies.
Undertake the day-to day management of assets to ensure compliance with agreement terms, statutory and contractual timetables, asset management plan and accounting requirements.
To act as an expert witness on behalf of the Council in matters that may be litigious or contentious.
To liaise with existing and prospective Third Sector tenants, and with their funders or sponsors, to try and meet their property requirements and ensure tenants' business plans are sustainable so they can meet their obligations.
To work to the agreed standards for approving valuations within the team and where appropriate ensure compliance with the RICS appraisal and valuation manual.
To ensure that all duties and responsibilities are performed in accordance with all Council's Policies and Procedures including Financial Regulations, Standing Orders, Personnel Policies and Procedures, Health and Safety Policy etc.
Supervise others within the department providing professional guidance and assistance, assisting with work prioritisation and helping to ensure the smooth day-to-day running of the service.
To support the management of the Councils Rating contract and ensure that Council properties are reviewed and that the Council is appropriately represented where required.
To support the management of the Councils Housing (HRA) and non-domestic valuation contract / supplier. Ensuring that deadlines are met, queries are answered and the correct properties are valued.
KNOWLEDGE & EXPERIENCE
Extensive Estate management knowledge
Knowledge of best practice in asset and estate management in the public sector.
An understanding of the major challenges and opportunities facing local government in relation to asset and estate management
Knowledge of legislative and regulatory framework within which local government operates with particular regard to property issues
Must be a Member of the Royal Institution of Chartered Surveyors
Experience of working in an asset management or estate management team.
Experience of writing reports which are clear and accessible to a variety of audiences
Experience of building and maintaining positive working relationships both within the organisation and with external bodies
Experience of managing external providers of professional services, on a partnership basis.
Experience of financial management, budget monitoring and control
Must have good working knowledge of IT systems, including MS Office, MS Project and dedicated Asset Management programs.
