JOB PURPOSE:
To work closely with the Head of Business Development, and as a skilled and experienced technical subject matter expert for Growth and Place lead and develop IT and digital strategy and roadmap ensuring it is aligned to departmental business plans as well as corporate IT Strategies.
Lead on market testing the current Growth and Place IT systems - including housing - and make clear recommendations for future solutions, and put in place a roadmap to achieve this, working with corporate services and where appropriate consultant to design the desired future technical architecture.
Appoint systems owners for all key Growth and Place systems.
Manage a team of project staff to ensure excellent IT services and deliver a programme of improvement.
Deliver a programme of work that both ensures legal compliance and best practice service delivery in systems and digital support, and supports ambitious service design and improvement to transform Growth and Place services.
Direct the work of the systems team.
Work closely with the business and service design colleagues to identify system improvements; to manage change and to provide an on-going support function.
Work closely with the Data manager to ensure that a whole directorate approach is taken to data held in systems - including undertaking a data project in partnership to improve and put in place a consistent 'data layer' and approach to data handling.
Lead in managing the relationship and contracts with system suppliers and contractors, including commissioning work internally and from third party suppliers.
Lead in developing support arrangements including Service Level Agreements with contractors.
Controlling the Growth and Place IT budgets, ensuring they remain within budget.

Degree or equivalent professional experience
Evidence of professional development

Experience of managing customer engagement and developing business relationships
Demonstrable experience of delivering technology projects from inception to operation

Managing multi-disciplinary project teams - working with colleagues with a range of skills
Engaging with users and the business - understanding user requirements
Delivering a programme of continuous improvement, transformation, and supporting day to day business requirements
Meeting user needs to deliver high performing services, well supported by technology
Working with agility and creativity to make the best use of existing system alongside investment in new technology
