Project Manager with facilities (Hard Services) experience required for our local authority client based in West London.

£34 per Hour

THE ROLE:

Responsible for assisting the Senior Projects manager in the delivery of the Council's Capital Planned Maintenance Programme, ensuring industry's best practice is adopted including scoping specifications, tendering works, evaluating bids and ensuring robust contract and monitoring processes are in place.

Responsible for assisting in the management of refurbishment and maintenance projects for the corporate estate portfolio and seeing through project delivery from inception to completion by reviewing programme delivery, cost plans, risk registers, contracts, and site monitoring to assure the delivery of building projects follow best practice construction management and adhere to all statutory legislative and council policy requirements.

The post holder will be liaising with many stake holders including the planning department, internal agencies / colleagues, contractors and external consultants, English Heritage, local residents.

Understanding specifics of client's needs for capital and planned maintenance investment and infrastructure and providing the intelligent client link to ensure high standard of service is received from the Council's construction partners.

To lead, steer, improve and act as the dynamic lead for all aspects of the management of projects and ensure value for money, drive project delivery, appropriate cost controls and payback periods are in place before commissioning projects.

To lead for all aspects of regulatory compliance and probity are adhered to, including review of plans and that works adhere to the Construction (Design and Management) Regulations (CDM) 2015, Equality Act 2015 and the Council's Standing Orders. .

To ensure consistency of delivery of projects of the corporate planned maintenance programme, ensuring cutting edge strategy to ensure defined objectives of the funds available including reporting to Directors and Members too.

To develop and establish a centre of excellence in project management customer and supplier relationship management and construction procurement.

To be responsible and accountable for the timely technical advice and support (surveying/engineering) collaboration communication and coordination of project related activities and being aware of best practice in procurement routes and correct contract for best outcome.

To ensure specifications for works balance client needs and feed into the correct and appropriate contract or legal documents associated with building projects. To ensure all capital investment reflect full requirements and follow best practice in sustainability and that the best environmental approach is taken.

To lead on new strategy to use data sets and information to inform annual planned maintenance programme through review of the condition surveys, property database reports and user feedback.

To initiate and develop potential capital projects in conjunction with the senior asset management surveyor and work with the head of asset management and capital projects to secure funding.

Provide the Council's key expert advice on indication of key interfaces and constraints, such as planning permission, heritage, advising on statutory requirements, CDM and how to obtain it by assisting with strategic decision making and in the development of the project brief, analysing tender returns and steering contractors on best practice on contracts.

Leading on the handover process at the completion of projects and reviewing the construction completion file that all relevant documentation manuals are available and complete and ensuring all information is archived onto the TF Database for an effective building management system.

To liaise with relevant colleagues in Property and Facilities and throughout the Council including the Council's Insurance team, with regards the implementation of safety corrective and preventive actions as a result of: urgent works, long-term maintenance, upgrade and refurbishment projects; and capital projects, whilst specifically reviewing, auditing and advising on additional appropriate maintenance requirements.

To build and maintain excellent relationships with the Councils Planning and Building Control teams, Consultants and Contractors the HSE and other relevant enforcing authorities to ensure effective safe and efficient operation of the corporate portfolio.
