Human Resources Consultant required for our Local Authority client based in Somerset.

£19.97per hour

THE ROLE:

An opportunity has arisen for an HR Consultant, with a broad experience of the fundamental HR functions, particularly employee relations (eg disciplinary matters, grievances, investigations, attendance), to support our HR & OD Team to work alongside our HR Business Partners.

The team work in partnership with Directors and Heads of Service, to plan, implement and review workforce change as well as working with Heads of Services/Group Managers on a range of HR activity including employee relations casework, attendance, organisational change and TUPE.

The role will primarily focus on the provision of HR advice and support relating to the Residential Services (Community Resource Centres and Extra Care) that have transferred back into the Council, as well as contributing HR advice more widely across Adult Social Care services.

Work closely with Managers to understand their plans and priorities and ensuring HR support is aligned to suit. Remain abreast of the bigger picture for the Council and the strategic plans for areas supported

Conduct investigations in disciplinary and grievance cases, including those with safeguarding implications and produce clear and succinct summaries of findings and recommendations.

Provide Heads of Service and Service Managers with professional and technical advice on all HR Management matters referring more complex situations to an HR Business Partner

Provide direct support to managers in handling a range of casework (up to and including dismissal dependent on complexity of case) including discipline, grievances, capability and absence. Ensure cases are centrally logged and handled in accordance with policy timescales. Record outcomes and promote sharing of any lessons learnt.

Support the HR Business Partners in the management of organisational change, in some cases leading or liaising with customers over aspects of their change programme.

Coach Managers and HRO's to develop their skills and confidence in people management abilities through regular meetings, line manager workshops and other initiatives.



Support consultations with Trade Unions, professional associations and employee representatives to foster effective employee relations.



Provide support across HR teams as required, responding flexibly to varying workloads and priorities and role modelling effective team working.



QUALIFICATIONS

Educated to degree level or equivalent.

CIPD LEVEL 5 (or working toward or equivalent)

KNOWLEDGE & EXPERIENCE

Experience of supporting a range of HR functions including more complex employment casework, employee life cycle, recruitment, and in particular TUPE, re-organisations and redundancies.

Experience of advising and having expert knowledge on conditions of service, workforce matters, learning & development and general employment enquiries.

To be responsible for compliance and consistency across the organisation in respect of employment and workforce matters particularly in regard to statutory obligations.

Experience of working with a diverse workforce with varying terms and conditions both at an operational and professional level.

A sound knowledge of employment law, statutory processes including best practice and legislative changes.

Experience of using and integrated HR/Payroll database to input and extract data.



SKILLS & ABILITIES

The ability and flexibility to work across and support a wide-range of services within the Council and the ability to work with other partner or commissioned organisations.

Be able to fully participate in project activity and lead on specific projects or pieces of work on behalf of the HR Business Partner, taking responsibility for the achievement of outcomes within required timescales.

Experience of undertaking data analysis with accuracy and attention to detail

Highly numerate, with the proven ability to understand, analyse, interpret and explain complicated information and data

The ability to interpret and review HR and workforce data, workforce planning with a variety of customers and support operational and service requirements.

Be able to interpret HR management information and data with managers and make suitable and appropriate recommendations.

Strong IT skills including Microsoft Office and an ability to manipulate data in excel to produce relevant management information

We are looking for someone with excellent communication skills and the ability to build strong working relationships and competent in wide range of employee relations processes. Experience and knowledge of complex cases eg, safeguarding will be an advantage. The right behaviours and attitudes are as important to us as the skills you bring to the job. We are looking for people with sound judgement skills, a solutions based approach and the ability to provide advice and support on a range of complex issues ensuring a responsive service and early intervention wherever possible. Ideally, you'll be CIPD qualified or working towards level 5 or have experience that demonstrates the ability to work at this level
