Estate Surveyor required for our local authority client based in East London.

THE ROLE:

Reporting directly to the Estates Manager, you will lead on a range of property matters including leasing, disposals, acquisitions and the management of the Council's investment portfolio.

The postholder will support the development and implementation of the Council's Asset Strategy through the identification and assessment of opportunities to rationalise, release or develop Council property as well as supporting consideration of investment within the Council's existing portfolio, including through acquisitions, to meet service objectives.

Manage any designated staff, contractors and consultants appointed to support the management of the Council's estate setting targets, monitoring performance and taking corrective action as required;

Manage the Council's commercial, industrial, agricultural and investment estate including any negotiations in respect of letting, disposal and acquisition activity;

Develop and implement a rolling programme of inspections across the Council's non-operational estate to ensure that lease terms are being complied with, taking corrective action as necessary;

Support efforts to identify and develop further investment or regeneration/development opportunities through acquisitions/disposals, redevelopment/reinvestment and joint ventures with investors/landowners; and

Support the development of the Council's wholly owned Development Company through the provision of property advice, including to its Board and Shareholders.

MAIN DUTIES

Undertaking lease negotiations and agreeing heads of terms to completion

Lease Renewals

Encroachment / Adverse Possession Assistance

Dealing with Statutory undertakers and negotiating Licence/Lease Agreements

Undertaking site inspections

Negotiating Payment Plans with tenants

Regularising occupation of commercial properties.

Valuations



Direct experience in the management of property within a similar organisation

Knowledge of commercial development and investment models within the residential or commercial sectors

Knowledge of financial, legal and planning processes/regulations in relation to property management in England

Detailed, practical knowledge of valuation techniques and legislation for the management of commercial and operational properties for all purposes - i.e. rental, asset value, and re-instatement valuations etc

Understanding of the political, commercial and economic context within which the Council's asset management activity is undertaken

Experience of working within local government
